79 The proposals for the next Multiannual Financial Framework and the Common Agricultural Policy for the period 2028-2034. Initial thoughts* Confederation of Portuguese Farmers (CAP), Technical Department Preliminary note This initial reflection by the Confederation of Portuguese Farmers, in response to the challenge posed by the GPP and when there are still so many questions to be answered, aims to draw attention to the main weaknesses and threats arising from the proposal for the new Multiannual Financial Framework 2028-2034 for the Common Agricultural Policy (CAP) and make them clear to the agricultural sector. Due to the scope of the subject, its complexity and the many aspects that still need to be clarified, our Confederation has opted to present a more conceptual reflection on the proposal. 1. Legislative complexity and the requirement for a Single Plan The legislative framework of the Multiannual Financial Framework 2028-2034 (MFF 2028-2034) consists of multiple proposals for regulations (see Box), which are very extensive and difficult to understand and read, as the subjects are spread across the various proposals, making it hard to analyse and even to amend them. * Completed on 4 December 2025 Main Proposed Regulations (hereinafter referred to as Regulations) • Council Regulation laying down the multiannual financial framework for the years 2028 to 2034 (COM(2025) 571 final) – MFF Regulation • Regulation of the European Parliament and of the Council establishing the European Fund for Economic, Social and Territorial Cohesion, Agriculture and Rural, Fisheries and Maritime, Prosperity and Security for the period 2028-2034 and amending Regulation (EU) 2023/955 and Regulation (EU, Euratom) 2024/2509 (COM(2025) 565 final) – ‘Fund’ or NRP Fund • Regulation of the European Parliament and of the Council establishing the conditions for the implementation of Union support to the Common Agricultural Policy for the period 2028 to 2034 (COM(2025) 560 final) – CAP Regulation • Regulation of the European Parliament and of the Council on establishing the European Competitiveness Fund, including the specific programme for defence research and innovation activities (COM(2025) 555 final) – ECF Regulation • Regulation of the European Parliament and of the Council amending Regulation (EU) No 1308/2013 (CMO) as regards the school fruit, vegetables and milk scheme (‘EU school scheme’), sectoral interventions, … , rules on the availability of supplies in times of emergency and severe crises and securities (COM(2025) 553 final) – CMO Regulation
