69 CAP 2028-34: Guide for reflection and debate Following the publication on 16 July 2025 of the proposals for the next Multiannual Financial Framework (MFF) and the Regulations laying down the conditions for the implementation of Union support for the Common Agricultural Policy (CAP) for the period 2028 to 2034, we have drawn up a guide intended to serve as a roadmap for the topics we consider relevant to the reflection proposed in this issue of Cultivar. This document was presented to several organisations, requesting a response that could take the form of either a direct and individual response to each of the questions presented, or a comprehensive document in which these or other issues considered relevant were addressed in a wider manner. The articles that follow in this section of Cultivar are the responses we received to this challenge. CAP 2028-34: Guide for reflection and debate “(…) food security and nature protection sustain Europe’s quality of life with the Common Agricultural Policy (CAP) able to guarantee that 450 million Europeans have access to safe, high quality and diversified food products at affordable prices, while contributing to preserve vibrant rural areas and make significant progress towards sustainability.
